My new Radeon 9800 is set to 8X, but I am only playing Half-Life mods..
Should I drop it down to 4X? I'm not really sure.. Thanks.

Are you having problems at 8X? If not why not let it stay there and get all
the power you paid for?

why would you want to do that?
what would you expect to achieve by slowing down the AGP bus?

Common opinion seems to say drop down to AGP x4, or even AGP x2 only if
required for reasons of stability.

In order: turn off fast writes, drop from x8 to x4, turn down AGP apature,
then finally try AGP x2 if the system is still unstable. At x2 AGP 3D games
can become far slower, with a low AGP Apature (or turned off) overlays and
3D games can suffer if they use large tectures, it "may" be necessary then
to reduce graphics detail to compensate.
