Aging and scavenging

Hi,

For scavenging to occur, does the Aging and scavenging checkbox need to be
checked on the server level as well as the zone level?

Yes. It's done this way because Scavenging is a server
functionality but performed on a per zone basis. The
zones also set the life of the records.
