After user permissions changed can't open programs and desktop cha

I have a user on a network who is currently set up as an administrator for
user permissions on their PC. I need to change them to a Power User, but when
I do this they lose their desktop background and programs such as Outlook
don't work for them. Once I change them back to Administrator then it is all
fine again.

Any ideas??

The wallpaper thing is a heaqd ache no more. Th emain issue here is the loss
of the users applications.

I'll guess that when they PC was built the software was installed from the
account you now want to reduce to power user.

Simply put you'll need to repair the software or better still reinstall it
as a power user.

At install files etc ans settings we re created base on the Admin rights, as
a power user they are now missing, power user gives admin like rights to the
local PC, but not enough to change the settings needed by the software.

Repair should work, re-install would be more trust worthy.
