After I return from Standby

I cannot see or click on the windows toolbar at the bottom of the screen. Does anyone know why this is or how to fix it?
 
Right click on the Toolbar when you start your computer. Make sure the tool bar option is set at Quick Launch and that the tool bar is locked. Hope this helps you out

When I right-click there is a check beside "Lock the Taskbar," so I think that part is okay. When I check Quick Launch, it just shows little icons on the toolbar. Is that what you wanted me to do? If so, is that the only way to fix it?
