Basically, I'm looking for something that can restart/continue
downloads in Netscape, Firefox, Mozilla, or IE.

WinGet is pretty small and works reasonable well. It integrates with IE,
MyIE2, and GreenBrowser, but not with non-IE browsers.

One that integrates more tightly is download express at
http://www.metaproducts.com

There are others if your interested.
