I have just spent about an hour researching this problem with Google. So
far I know that that particular .dll is used by the system to read and
verify .inf files during software installs.
It seems to be a widespread error during software installs, and the only
hint of a fix I could find was in one thread where it was suggested that
the person with the error go to Microsoft Downloads and get the VB6
runtime file. This runtime contains 7 files, one of which is advpack.dll
The person with the problem indicated that he was no longer having
problems after doing this. Here's a link to the thread I'm referencing.

Here is another possible solution which worked for one person but not
others with the same problem
You can go into Control Panel and pick the System icon. Then on the
Advanced tab there's the Environment Variables. Simply edit the TEMP and
TMP items to point to the C:\Temp folder.instead of the folders they
were set to. Apparently the rational is that there is a corruption in
the default Temp folders. This requires a reboot before the changes take
affect.
After the reboot you can delete the temp folder in the C:\Documents and
Properties\username\Local Settings\Temp location where username is your
username.
After running your previously not working install you can change the
Environment Variables back to their previous settings and the users Temp
folder will be recreated.
Other than those two teasers I could find no other solutions. Searching
at Microsoft help and support produces no results.
