I am running XP Pro and don't have an APM tab in Control
Panel...why not?

Do you have hardware that pre-dates 2000? The old APM specification has been
replaced by the contemporary ACPI specification. Most newer systems,
peripherals and OSes support ACPI, which replaced the less versatile (and
less reliable, for many users) APM spec.
