I created a new forest/tree called domain.com and trying
to create a child domain under the forest.It pings with
the forest server , but when i try to promote it to child
domain it comes up with the following error message.

the domain "domain.com" cannot be contacted.select a
different domain .(if this domain was recently created,
it's name may not yet be registered with the domain
naming service)

That is usually caused by a DNS problem. Verify that the server is pointing
to a DNS server that holds the records for the parent domain. Verify that
the DCs in the parent domain have registered their SRV records and host
record on the DNS servers. If the records are not there then you will need
to make sure that the DNS zone allows dynamic updates and that the DCs are
set to automatically update their records. If those items are set then you
can try restarting netlogon to reregister the SRV records. Try to dcpromo
the server after these items have been verified.

Tim is most assuredly dead-on correct here. Additionaly,
take a look at the following MS KB Article:

It talks about delegating the DNS namespace tothe Child
Domain. I find that this is often a very good thing to do.
