You can't delete it, but you can rename it - BUT DON'T DO THAT.
It's a sure-fire way to make a system stop booting
Csrss.exe is the user-mode portion of the win32 subsystem (win32.sys
is the kernel-mode portion), and it's required to run anything. The
first thing that needs it is the logon dialog - and if the system
can't display the logon dialog for any reason it automatically
reboots, so you can guess what will happen if csrss.exe isn't there.
Popup Stopper (
http://www.panicware.com) is a free utility that will
stop web popups and pop-unders as well as these messenger popups.
You can also disable the messenger service to get rid of the messages,
or if you're in a network behind a firewall, close port 138 UDP on the
internet interface: this way things that legitimately use the
messenger service will still work behind the firewall.

Some time ago, a spam utility appeared on the market that allows
spammers to send advertisements directly to the messenger service on
any IP address, so they can make ads pop up on your system without any
action of your part ('action' meaning visiting a web page or running
adware).
PS1: this has nothing to do with XP Embedded...
PS2: there's no relation between the "messenger service" and "MSN
messenger", the messenger service is a standard part of windows that
allows messages such as "backup complete" or "print job complete" to
be sent to a workstation or user (wherever that user is logged on at
the time).
In other words, it's the receiving end of the "net send" command (type
"net help send" at a command prompt).
