A workaround -

1) Put C:\ADP as Users - FULL CONTROL
2) Put Pay4win.ini as Users - FULL CONTROL
3) Added domain user to security tab of C:\Windows and gave FULL
CONTROL, but selected "This Folder Only" (Not the subfolders or
files)

As you said, a primitive app, but this should get you working without
giving FULL CONTROL to all.
