Admistrative Tools missing

On my home computer I have Admin rights on my WinXP Pro system, but the
Adminstrative Tools folder is empty, and I am denied access to the folders in
the All Users/Documents folder that are created at system install time (e.g.,
My Music, My Videos, etc.).

I believe that this is a recent change to my system but I don't know what
may have caused this change.

Has my system become corrupted?
