I can't access services file in Admin Tools, gives me
a "Windows cannot access specified device,file...You may
not have appropriate permission to access"
I'm trying to get to messenger to disable popups.
Does anyone know whats wrong???

I dont know why you cant access services in admin tools
but you can shut off messenger service from a registry
edit at www.kellys-korner.com under xptweaks there
are quite a few fixes here you'll have to scroll through
the list their may also be one to fix your admin tool
problem. Best of luck

Log out as your current user, and log in as 'administrator'. Once you've
done that, go: Start, Run, and type in the command prompt: services.msc then
press enter. Find Windows Messenger in the list, right click, select
properties, then disable it.
