Adminstrative Rights

I am logged in as the administrator on my computer - under users it shows
all rights are allowed, however when I try to turn off the firewall it will
not
allow me to do it - it says I do not have administrative rights.
What do I have turned on incorrectly?

Are you on a domain? There is a big difference between being the local
administrator for your host and being a domain-sanctioned administrator
for your host. Not all administrators have equal power.
