Administrator's account - cannot change or save any windows settings

Hi
I recently kept getting a Windows error message on booting saying that
a file was occupying restricted windows memory and that it was being
rewritten elsewhere. Fed up with this I found out that the file was
to do with Realtek Audio. I deleted this file thinking that the
system would revert to basic audio but I lost all sound altogether. I
carried out a Windows system restore and that is when all the problems
started. I cannot now change any settings at all - display, file
view, desktop, internet security, nothing. When I go to internet
security settings, every option is disabled. I change them, click
apply, get no error message but nothing happens. When I go back
again, all options are disabled. Same thing happens with all other
settings I try and change. This account does not even remember the
wireless networked printer from one login to another. I reinstalled
the Realtek Audio file but no change. The funny thing is, on my
restricted account, there is no problem at all.
I would be very grateful if anyone could help me with this problem

This patch should fix the problem, but I would recommend installing Realtek
(or restoring the deleted file) back first before installing it.

It was actually due to one of the recent xp updates.
Hi, thanks for replying. I reinstalled Realtek and installed the
microsoft hotfix but the problem remains. Furthermore, my "Off
Button" now has "install updates" permanently attached to it. Like
everything else, the system doesn't record the changes made and I
suspect it doesn't record that it installed the hotfix.

It might be a security program blocking the Registry change it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.

Because this machine does not receive email and there is a firewall
built in to the router, it did not have any security programs
installed. Because it is part of a network, it does not have Windows
firewall running. Since this problem started, however, I have
downloaded (on another machine of course, as this one's internet
security settings has file downloads disabled and I can't change that)
and installed AVG's anti-spyware and anti-virus programs, but both
programs reported that the machine is clean (apart from some tracker
cookies which I have deleted).
I think it must be a registry problem but I don't know much about it
or how to fix it.
If you or anyone else has any other ideas, I would be most grateful to
receive them.
