I am the administrator of my computer, however, I don't remember how to
make changes in my settings as the administrator

Well, suddenly, I am not able to open links on Outlook mail. I get the error
msg " This operation has been cancelled due to restrictions in effect on this
computer, please contact your administrator".

Reset web settings in IE.
See http://www.slipstick.com/problems/link_restrict.htm for more info.
