Administrator user in AD, policies in the folder

A person in the office accidentally moved from the
original folder in AD.

This person told me that from the active directory Users
and Computer, he move the Administrator user from the
users folder to a security folder called normal, where
some restrictions and policies were applied.

And now I logon as administrator and I don't have full
privileges...
Now, I dont's have access to any of the administrative
programs.

how can I reverse the action?
What I can do?

Hi CV,

Can you be more specific about what "restrictions and
policies" were applied?

One solution might be to log on as another domain admin
and move the administrator account out of the affected OU.
