I'm the only user, so I *am* the Administrator, but the
regular Administrator rights/privileges are not available.
Any ideas? I have Win XP SP1.

THANK YOU - !

Greetings:

It's likely your computer is infected with a hacker trojan.. to delete
it, install the spyware cleaners listed bellow, also take the following
security measures if you have not done so allready, to prevent or
at least minimize future infections..

Delete all cookies and temporary internet files regularly using the
Internet Options buttons in the General tab.

Enable the Internet Connection Firewall or install a third party Firewall
like Zone Alarm or Sygate Personal Firewall

Update the system with at least the Critical Security Updates and Service
Packs.

Install Spybot, update it and scan. if nothing is found install Ad-aware 6
update it and scan. If still no success, run them in safe mode.
install the other programs if it's necesary.

Spybot Search and Destroy (Free) click on Immunize and change it to
Advanced Mode.. then go to tools\resident and check both squares to
block spyware before they install on your computer.
