Administrator problem when trying to run MSCONFIG

When I try to run MSCONFIG a box opens up telling me I need to log on as an
administrator when I already logged on as one. This also happes in safe mode.
I am trying to access Selective start up and am afraid that some spywear,
Trojan or virus is some how blocking me to protect itself.
