Administrator Privilges- way around

I have a question with administrators and power users. In my company, we use
various applications including some custom based. At the same time, we assign
a unique IP address to each machine.
Now the problem is : I do not want to give administrator privileges because
I do not want the user to change settings like IP addresses and network
setting. But at the same time there are certain applications that require
administrator priviliges to work.
Is there any way around this. Maybe setting up a new group. Any help shall
be highly appreciated.

Decently written software does not require that the user have anything other
than user rights. Complain to the developers, loudly.

In the meantime, see www.sysinternals.com for the free utilities FileMon and
RegMon - will explain how to find out what the app expects write access to,
and grant it, in the file system & registry.
