Did you only have one account?
Windows XP what? Home/Professional/other?
If Windows XP Home - Have you tried getting into the actual "administrator"
account from Safe Mode?
If Windows XP Professional - Have you tried pressing CTRL+ALT+DEL twice at
the welcome screen and logging in with the "administrator" account there?
("Administrator" is the username of the built-in and usually unused
adminstrator account for personally owned systems.)

Simply log in using the built-in Administrator account (which
cannot be deleted) and modify the desired account(s) and use Start > Run

is to reboot into Safe Mode. For WinXP Pro, pressing CTRL+ALT+DEL twice
at the Welcome Screen will produce the standard login dialog box.
