Administrator Help

For some reason i cannot access my administrator account i load it and a
blank screen comes up as though it was loading but it does not load. Every
time i log on to a different account i recieve the following message about
task manager

Run-time Error - 2147024891
Invalid root in registry key
"HKLM\Software\Microsoft\Windows\CurrentVersion\runonce\ Windows Validation
Client".

I would be truelly greatful for any replies or if any one could answer me
this question

HOw can you change who is the system administrator without going on the
system administrators account.

Try running the System Restore from a Command Prompt to restore your
system: "How to Start System Restore Tool From a Command Prompt in
Windows XP" (http://support.microsoft.com/?kbid=304449).
