What to do when a administrator cannot change the content
of certain folders (not all) and receives an "access
denied" message?
The administrator cannot change permissions.
Nevertheless the content of such "protected" folders can
be seen and changed on the internet.

Which administrator? Your symptoms should be a clue to whats going on. If
the administrator, domain or local, can modify permissions to a folder via
network but not locally, its probably a right or permission issue involving
another group the admin is a member of.

Example: the administrator IS a member of domain users. If domain users have
been denied the right to modify permissions locally: Guess what? Admin is
denied too since deny overides anything..
 
Take ownership of it. But why be nosey in other people's folders? Ohh
what, I forgot about my root account!
