Administrator doesn't have rights

On one of my user's computers, I log on as the
administrator and still don't have the right to start
certain processes and do other administrative stuff.
I've checked, and the "Administrator" profile is set as
an administrator. Any help is greatly appreciated. This
machine is causing me a bunch of trouble.
 
I've got a really good (stupid me) one. I changed and updated permissions using the Control Panel - Local Security Policy, to what I thought was a state that would allow me to skip the "log in" screen at the start up. (I'm running Windows 2000.)

I have now successfully locked myself out of my computer because it appears I "don't have interactivity rights" I recall seeing that option and did nothing with it while making all these other changes.

No matter what I do now, I cannot log on to my computer. I am worried sick that I have really done it this time. Anyone know how I can get back on my computer?

If you have no network access, the procedure in the last link might be
doable with an offline registry editor as well, e.g. this one:

Thanks for writing back Charley, but my problem is more severe than that. It seems all users (everyone!) on my PC are locked out becasue of the changes that were made under Control Panel, "Users and Passwords" - security settings. I have tried different logon names and I can't even get past the sign on screen. Apparently, everyone on this computer have been striped of the right to "logon interactively". thanks again! Gail PS - I AM RUNNING WIN 2000
