Administrator cannot remove password on other limited user accounts

I am running Windows XP Pro and I am trying to remove the
password that has been put in place on another Limited
User account on the same system. Whether I log on as the
Administrator or if the Limted User logs on, when the
password is attempted to be removed, I get the following
error message: "Windows cannot remove the password.
Password and/or account policies require the account to
have a password."

I know of no modifications that were made to
any "policies" that would cause this. What are my
options to allow the password to be removed?

start, control panel, admin tools, computer managment.
Click on "users" and open the account in question. Uncheck
the box that says "this account is password protected" or
something similar.
 
I followed your suggestion with no success. In fact,
there is no choice to check "this account is password
protected" within the menu you described. The only
option is to enter a password, but right now that field
is blank. I am still getting the same error message when
I attempt to remove the password.
