Is there a way to restrict network access to the admin
account without losing the ability to log on locally as
the admin?

I build Windows XP SP2 images for deployment at my
institution via CD/DVD at the users office site. The
technicians who deploy it log is as admins, add the
machine to the domain, as well as other duties.

I do not want to totally disable the access, just network
access. Is this possible?
 
Just brainstorming here: Use an Active Directory domain Structure. Set the
images to have 1 local admin account that the techs can use for logging on
locally to initially expand the box. Create an enterprise admin account for
network administration. Create an account for the techs to use restricted to
adding the machines to the domain and any other network functions that you
want them to do.
