I upgrade from XP MCE to Vista premium and when i installed it I'm only the
administrator account. After installing Vista premium i put password on
administrator account, is it normal for the UAC alert to not show the
password in Administrator account? I thought that once i put administrator a
password it would also give me UAC alert with password credential everytime.

Hello,

This is normal behavior.

When you are running as an administrator, Windows will only ask for your
consent to perform an administrative action.

If you are a standard user, Windows will require you to log in with an
administrative account in order to proceed.

so i need to create a standard account in order for the UAC alert to ask for
password. So basically i will have two account. Are there any setting i can
change so that Administrator account will get prompted UAC with password I
think i read somewhere that you can do this.

I read somewhere that user can now install software on standard account but
requiring a administrator password prompt. is doing this effective?

Yes,

You can force administrators to authenticate in order to perform an
administrative action.

You will have to edit the registry to do this.

- Click start
- Type: regedit
- Press enter
- In the left, browse to the following location:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

- In the right, double-click ConsentPromptBehaviorAdmin
- Type: 1
- Press enter

Yes,

Doing actions that require administrative privileges from a standard user
account will prompt for an administrator to log in to perform the task.

When creating a standard account do i need to create a password or can i just
leave it blank.

You can change UAC behaiviour in the Local Security policy (secpol.msc) in
the Security options as well, better than editing registry.
