On peer-to-peer networks I manage, I need 3 levels or rights as I have in
Win2K (Administrator, Power User, User) which allows me to have IT personnel
(Power Users) to install programs and troubleshoot, but not to add accounts
or change passwords.

In XP there is only Administrative and Limited accounts. Is there a way to
set up an account to permit the user to install pgms & troubleshoot but not
add accounts or change passwords?

XP Pro still has power users so maybe you are using XP Home. Power user
always could add user accounts and manage the accounts it created. In your
case I don't see any possibility in doing what you want and would need to
make the user local administrator. I assume you are not in an Active
Directory domain since you said "peer-to-peer networks". If you could be you
could use Group Policy Software Installation to automate the installation of
..msi application packages. I suggest that you make sure your IT people are
capable and trustworthy and keep an eye on what they do by monitoring the
security logs on the computers they manage. --- Steve

start - run... - type "control userpasswords2"
properties for the account - "group membership"
