Administrative Tools folder is empty

We have a machine that once ran Windows 2000 that we got on a deal from a
larger corporation. Administrative tools were either not installed or were
deleted (we assume so that the users could not tinker). We further assumed
that installing the XP Pro upgrade would fix this problem. It did not. We
FURTHER assumed that installing the administrative tools would fix this
problem. It did not: the Administrative Tools folder is still empty. Is
there a way to fix this problem?

Right click on Taskbar, Properties, Start Menu, Customize the Start Menu,
Advanced, check Show Administrative Tools.
 
I posted this earlier and there was a response from an MVP (sorry, assumed
name would always be here). I tried the response and it did not work. I
then posted that news (I thought) and it all went away. Can the MVP who
originally responded pick it back up again?
