Can the remote administration tools for active directory "Adminpak.msi "
from the server 2003 disk be used if you currently have only 2000 server
installed? Is there a difference between that or using the one from a 2000
cd?

What Jerold said. In his tips .NET server was the old name for 2003.
So it looks like you can only install the tools on server2003 or XP.
