administration in safe mode

i have my administration account when im going to safe mode. but i havnt it
in normal windows. how can i alter that account?? from where??

Start/Run/Regedit Key
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\ CurrentVersion\Winlogon]
Value Name: LogonType Data Type: REG_DWORD (DWORD Value) Value Data: (0 =
Classic Mode, 1 = Welcome Screen) Create a new DWORD value, or modify the
existing value, called 'LogonType' and edit the value according to the
settings below. Reboot.

Add Users to the Welcome Screen

Start/Run/Regedit

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\SpecialAccounts\UserList
Create a value for the users you want to list (using the Username), and set
the value to 1.

at first thanks those were helpfull, but i didnt reach what i want. let me
explain exactelly what happened.
for the first time i made an administrator account. after that my brother
wanted to make one for himself but he just changed mine(the name and
password)(i think that he just changed mine, because there were only his
account when we where starting windows).

so when i started the windows it just showed the account with new name and
password(i got the password from him). so again i changed it to my account,
but when i wanted to make the name "administrator" it said that theres one
account with that name. BTW i made a new administrator account. so when we're
starting windows it just showes the new account that i made. But in safe mode
i have both the new one and the old account together. i dont know how to
alter the old one(i want to delete the old one and have just one account),
because its not visible in users. really thanks for your help. im waiting for
your reply.
