Administratiive rights gone from my logon on personal PC.

suddenly my login has no administrative rights. On restart I get a constant
request for a disk from a program call "civ.exe" or something like that. Is
this a virus?. I tried repairing the OS with my 2000 disk but I stilll have
no way to get in.

Do I have to do a clean install?

How do you know that your login has no administrative rights?
