Administator Issues and turning off user account control

My roommate gave me his computer and I am having problems turning off the
User Account Controls. I have his password, but when I click to turn user
account controls off nothing opens up. There is just a shield by it. Any
help would be greatly appreciated.

1) Even with UAC turned off, you STILL won't have "full, complete
control" over your machine, even when your account has so-called
"administrator" credentials.
2) Some programs will NOT work with UAC turned off. You will STILL
have to manually provide administrator permission to use those.
3) There is no such thing as a "FULL ADMINISTRATOR" user account under
Vista.
4) Unless your room-mate's account had "administrator" privileges, you
will be unable to turn off UAC.

I suggest that you simply reinstall Vista clean, using your OWN
password , and then turn UAC off.

You will have to restart the machine after turning UAC off.

off" unless under extreme situation. Please explain, if it's not
confidential, why you Need to turn it off ? Maybe there is another way
we can help you to do want you need to do Without turning UAC off??

Could it be because it so bloody intrusive and irritating ?
