Admin Users have limited rights

I have set up users with Administrative rights. Although I have rights of an administrator, one of the other users has limited rights. For example, he can not change desktop settings and cannot see most programs under the program menu. I have not set group or user policies on this machine. Any suggestions as to what I can do for these users?
 
Is it possible they somehow got created as Limited Users? Go to Control
Panel, User Accounts, and see how they display. You can also change their
account type there.

The programs you see under the Start menu have nothing to do with whether
you are an administrator.

A user will see the icons that are in his own profile under \DOCUMENTS AND
SETTINGS\username\START MENU\ as well as anything under \DOCUMENTS AND
SETTINGS\ALL USERS\START MENU. Same idea with Desktop icons (there's a
desktop folder in those locations.)

I have a similar situation in that most of the programs installed under the admin user will be displayed under the limited user account, except for a few like Open Office. Why is this? Is there a special procedure in installing software under the amin account so that the limited users will also have access to it? Also, (off topic here, but...) is there a way to keep your dial-up connection "live" when switching users? I hate having to re-connect after switching users.
 
That is a matter of how the application's setup program works.

Sometimes you need to move the icons from the individual user's Start
Menu/Desktop into the All Users one. Other (poorly written) applications
may actually insist that you run the installation under each specific user's
profile-- which may require you to temporarily elevate that account to an
administrator level.

And in the third case (best), during setup the application will ask you if
you want it to be available to just you, or to all users of the computer.
