admin rights locally

is there a way to give someone local admin rights and not
domain admin rights. when i set up users laptop, they
need to be able to download drivers, etc so thy need
admin rights. when i try to give them local admin
rights, it is denied, so i have to give them admin rights
on the domain. I set up the user in control panel and
when i type thee user name and computer name that is when
it is denied. any suggeestions?
 
log on to their computer as a domain admin and
Add their domain account to the local admin group.

You don't need to set up the user in control panel on the local computer.

Add their domain user account to the local Administrators group on the
laptop. Right Click My Computer|Go to Manage| go to Local Users and
Groups|Groups|Administrators, grab their domain user account and add it
here. This will give them local admin rights but not domain admin rights.
