Admin level of security.

I want to allow a user to add workstations to the domain,
but I do not want that user to have access to the domain
controller, or overwrite the administrators password, when
the domain controller is locked by the administrator.

I have tried everything in Active Directory to no avail.

Can someone out there help

By default a user can add 10 workstations to the domain as a user.

The user is actualy an operator, and has already added
over 10 workstations to the domain.

When I remove the domain admins security group, the
operator can no longer access the network ID properties.

So I'm still at a loss.

Requires Server Manager for Domains from NT resource kit.
I think this only applies to NT 4.0 Workstations.
