Admin creating a global rule for all Outlook users on Exchange

Greetings

I would like to create a message rule for our Outlook users. Basically, if
Subject contains SPAM, move to spam folder.

Can I do this from the Exchange Server, so it will effect all the users? Or
do I have to visit each user and manually configure?
