.adm files

I am running 2000 server (sp4) and XP (sp1).

I read an article that said you need the current .adm
files in order to get the desktop themes folder to appear
under
UserConfig>AdminTemplates>ControlPanel>Display>DesktopThem
es in 2000 server GPO. Where does one obtain these .adm
files. The article said it was either the conf, system,
or inetres adm file but that it would be a good idea to
have the most current version of each. thanks for any
help.
