Address Book does not work properly

I run W2K with SP4. I have Outlook 2002 & SP3 updates.
My 'contacts list' works fine.
But if I open a 'new email' and then attempt to
open 'To' - I get, 'no entries in this address book'on
the Select Names card.
Elsewhere for example, if I wanted to import a contact
into my Fax section again there are apparently no entries
in my contacts.
Does something need to be accessed to get it to work?

Enable your Contacts Folder as an email address book (Properties > Outlook
Address Book Tab) and select "Contacts" from the "Select Names" dropdown.
 
is there anyway to make it in a recursive way
i want that when i select one parent contacts folder and set its adressbook
properties to show this folder as an email adressbook, contacts under this
folder and subfolders of this would be visible

Each folder must be configured separately.
