address bar icon gone

how doyou get explorer to show the color icon for each
website in the address bar. Lie when you go to ebay , its
icon used to show up on the left side of the address. It
doesnt anymore. how can i get IE to do that again. Now all
I have is the "e" of explorer
 
When you save the site to your favorites list the favicon
appears. When you break this link (like clear history)
you loose this favicon. There is a small program that
will restore the favicon.

This program will allow you to save the favicons.ico
(Favorite Icons)
permanently in a different folder and re-associate your
favorites with the
stored icons.
