Adding themes from the internet to XP

I have Microsoft Plus! and I want to add themes I
downloaded from the internet.

Can someone walk me through the steps of how to do this?

I had Windows 98 previously and everything was simple.

With XP, I can't even find a "themes" icon in the control
panel -- I do not like this operating system so far!

In my XP, I can go to Control Panel, and there's Appearance and Themes.
Should be what you're looking for.
