Adding text to slides or movie

Could someone please give me a step by step on how to add text (like a
heading or description of the photo) to a slide in the movie maker? I saw a
couple of posts where others had asked the same question but there isn't a
step by step guide that details how to add the text to the slide.

It's pretty straightforward, as follows:
Firstly, get the clip onto which you want to put the title/description and
drop it onto the timeline, and select it
In the top menu click on Tools, then Titles & Credits
Choose the option for "on the selected clip"
Type your text and choose which animation style, font, colour, etc etc, (you
will see a preview of it in the window). There are many options you can play
with.
When done, click Done, add to movie

There is detailed advice in Help/Using WMM/Using video transitions effects
and titles/Adding titles and credits. (Click on the + signs to expand the
help as you go)

Thanks. The trouble now is that I do not see a "tools" option on my toolbar.
I have enabled all of the toolbars (standard, project, collections, location)
but do not see "tools' at the top or anywhere else. Any ideas?

Thats because you are using Movie Maker version 1.x

Get the latest version 2.1 by installing SP2. If you cannot do that then get
the version previous 2.0 from download.com quickly while it is there.
 
In the Help files there is a section titled Adding Text and Credits and this
takes you through a step by step of adding such TO ANYWHERE in your storyline
