Adding Shortcuts to clients desktop

Just want to know how to add a shortcut to a file on the
server to the desktop of every client on the network. I'm
assuming it'll be somewhere in Group Policy but I can't
find it anywhere.
 
You need Active Desktop enabled via policy then go to
UserConfig\AdsminTemplates\ActiveDesktop\ and Add/Delete items.

Buz,

I have tried this and it does not seem to work . I have
checked all of the other policies that are being applied
and none seem to be blocking this. Any ideas?
