Adding Second Controller Produces- Error Pop3

I have a small network with one controller using
AD-DHCP-DNS-EXCHANGE

I installed a standalone computer then used DCPROMO to convert it to a
controller to exist within the same domain.

The replication of the AD from controller one to controller two succeeded
and also many records were automatically added to controller ones' DNS.

When this happens clients using POP get this error "10061 connection
refused" Exchange still operates during this time.

This problem seems to occur at regular intervals. Stops and Starts ie: every
15 minutes.

The only way I could get POP to work again was to delete the DNS records
from the second controller. However I am not sure which one (or more) did the
trick.

What did I do wrong?
