adding other language packs

Is there a way to add languages with group policy? I have some users that
need Chinese and would rather just automatically add it as a language rather
than going to each workstation to do it.
 
Are we talking about Regional Options or Multi Language Pack?

This settings can be applied by group policy.

Disable changing language settings, Restrict selection of Windows 2000 menus
and dialogs language

Well the Regional Options are based on the Country Setting you set for each
user object in Active Directory. How ever if you set Country to Sweden for
user Chrisse, when user Chrisse logs on hi/she should have Regional Options
for Swedish.

If you mean Multi Language Pack I think it can be added by software
installation.

I was referring to a user keeping their windows environment in english but
having chinese characters show up on websites that they go to.
 
Okay. This is updates you talking about for internet explorer? if so, I
don't think you can sue GPO. may SUS is a solution.
