Adding Name Tags to faces in pictures

Hi
Hoping someone can help me. I have a picture which I want to add name tags
to such that when you open the presentation and put the mouse over someone's
face it brings up their name. Just like how you can do with your pictures on
Facebook.
Does anyone have any ideas if this can be done in powerpoint and if so how?
