Adding local accts to groups

Is there a way to add local and domain user accts to the
administrator or power users groups? When I try, it will
list in the space for members of in the group profile but
then when I hit apply it disappears. If I try to readd
it, it says the account is a member of the group
already. Any info would be appreciated thank you.
 
I believe the group affiliations occur on the computer where the user is a
local user (ie the domain user would be designated a group on the server).

The user carries with it whatever group credentials were assigned to it on
the server, or parent computer.

As far as local accounts, it should allow you to add and remove whatever you
want
