Yes there is....you grab a copy of the free program MovieXOne and position your
video in the display rectangle and then compile the movie.....you can alter the
location of YOUR video so that the black bars appear at a position and size you
require. MovieXone can be found on computer magazines like PC Utilities

In movie maker, tools/options advanced, make sure PAL and 16/9 format is on.
You can make a letterbox movie clip then! I did one for the opening titles
of mums birthday, I videoed the starfield screensaver on windows, imported
it, on 16/9. added a midi starwars background music, added perspective
text.... its looked like the opening to star wars , great fun!
