Can anyone else click the save & new instead of having to click on save &
close without getting the "there is a dialog box open" window? If so, how
since it slows the already slow enough Outlook experience way down.

What are you talking about and in what version of Outlook?

After furious head scratching, Compnstuff asked:

In Outlook 2007, if you try and utilize the address book, you can't click on
save & new to add another person. You can click on contacts and do it
though. What is the difference and why if you can do it through contacts can
you not in the address book. If using the address book, you have to click on
save & close are you get a popup message stating you have a dialog box open.

In no version of Outlook has the address book view ever been used to add
contacts. All Contact data entry and editing is done in Contact Folders.
