Adding cells by 2 criteria that move.

Basically I have a table that gets updated with weekly information. Like so:

13/01/13 -> 19/01/13
Plan 10
Actual 9
Target 9

I would like a formula that adds the weeks plan figures together from the month of January, now the catch is the table is updated weekly, so next week that table above will be 4 rows down with a new set of data above it. Is this possible?
