Adding Buttons on a non-scrolling area

Ok... I am still learning and really need your help.

I found a site that I loved how the top stayed and the bottom moved (up and
down). Once I figure this out I was happy as a clam - but then hit a wall. I
have Buttons I need to add to the top because I do not want them to
move/scroll with the bottom. How do I place active buttons which take you
from page to page on this portion?

Or - if there is another format I can use to create the same effect, please
let me know. The information on the bottom is long and by keeping the top in
place gives a really nice presentation.
